Stacked headline declares, "Bombs Batter Manila / 1,500 Killed, 2 Ships Sunk at Hawaii / War Declared by U. S." Illustrated with 2 photos of U. S. Battleships and a map of the Pacific theater of war. Secondary headlines include "Raiders Fire Gasoline Dumb Terrific Damage Reported at Philippine Capital; 1,500 Din in Hawaii", "U. S. Fleet Will Press Blockade", U. S. Battleships Reported Damaged, Sunk", and "Congress Acts Against Japan Senate Ballots 82-0, House 388 to 1 After President Makes Personal Request".
